(Denver, CO) -- The Secretary of State's Office is ruling against the makers of a film on Governor Hickenlooper. Yesterday's decision shows the conservative group Citizens United is not exempt from election finance laws and the film amounts to "electioneering communication." The documentary was said to be slated for a release in the weeks before the November election. The ruling means Citizens United would have to identify who paid for the film. The group's president says he's disappointed, but also pointed out it wouldn't be the first time his group has lost a decision at a local level only to prevail in court.
